Managing the Complexity of Commercial Fit-Out
Commercial fit-out in Dubai and the UAE involves layers of co-ordination that are easy to underestimate. Landlord requirements vary significantly between buildings and free zones. Some require the use of approved contractors. Others impose restrictions on working hours, loading arrangements, or MEP connections to base building systems. Getting these requirements wrong early in the process causes delays that are difficult and expensive to recover.
The MEP scope within a fit-out is frequently where cost and programme risk concentrates. Air conditioning connections, electrical distribution, data and communications cabling, fire detection, and access control all need to be co-ordinated between the fit-out contractor and the base building's engineering systems. Poorly defined interfaces between these scopes lead to disputes, delays, and additional cost.
For tenants fitting out leased space, there is the added dimension of managing the project while minimising disruption to existing business operations. Phased fit-out programmes, temporary arrangements, and co-ordination with neighbouring tenants all need to be factored into the construction methodology and programme from the start.

You Should Know
For small, straightforward fit-outs with a single contractor and a well-defined scope, it is possible to manage the process directly. For anything of meaningful scale or complexity, independent project management pays for itself. Fit-out contractors are experienced at managing clients who are not, and without structured oversight, budgets overrun, programmes slip, and variations accumulate without proper scrutiny. An independent project manager changes that dynamic entirely by placing an experienced advocate on the client's side of the table throughout the process.
The approvals required depend on the building type and location. Most commercial fit-outs in Dubai require landlord approval of the fit-out design before works commence. Projects within free zones such as DIFC, DMCC, or JAFZA are also subject to the relevant authority's fit-out regulations and approval process. Civil defence approval is typically required for any works affecting fire detection, suppression, or emergency systems. Dubai Municipality building permits may also be required depending on the nature of the works. Identifying all applicable approval streams at the outset is essential to avoiding programme delays.
Timelines vary significantly depending on the size and complexity of the space. A straightforward office fit-out covering a single floor of around 500 to 1,000 square metres could be completed within 10 to 16 weeks from contractor appointment. Larger or more complex projects, particularly those involving significant MEP modifications, specialist finishes, or phased occupation, may require 20 weeks or more. It is important to allow adequate time for design development and approvals before construction begins, as compressed pre-construction periods are a common cause of on-site delays and cost overruns.
A Category A fit-out (sometimes called a base build or shell and core finish) is the landlord's standard finish: raised floors, suspended ceilings, basic MEP distribution, and finished common areas. It is a functional but generic space. A Category B fit-out is the tenant's own fit-out, where the space is configured and finished to the specific requirements of the occupying business. This covers partitioning, specialist lighting, joinery, branding, AV and IT infrastructure, furniture, and all the elements that make the space ready for occupation. Most commercial tenants in Dubai receive a Category A space from the landlord and carry out their own Category B fit-out.
